Application are open for Nigeria-UK PACT (Partnering for Accelerated Climate Transitions) programme launched to fund opportunity for Climate Policy and Governance projects in Nigeria. Nigeria-UK PACT is inviting eligible organisations to submit proposals for innovative, capacity-building projects that support Nigeria’s climate change mitigation ambitions. The UK Government is looking to extend its UK Partnering for Accelerated Climate Transitions (UK PACT) programme in Nigeria with technical assistance projects supporting the climate policy and governance sector.

What are They looking for?

As a demand-led programme, the Nigeria-UK PACT Country Fund aims to align its support with the Government of Nigeria’s existing plans and policies. Through consultation with the Government of Nigeria, UK PACT has identified key opportunities for the climate policy and governance sector. We are looking to award grant funding for projects aimed at providing technical assistance to support key opportunities for strengthening governance, enhancing institutional capacity, and aligning policy implementation to achieve Nigeria’s climate goals in an equitable and inclusive manner.

The following project areas have been identified for funding within this Call for Proposals:

Strengthening Climate Governance and Policy Implementation: Enhancing Nigeria’s capacity in global climate negotiations
Data and Monitoring for Climate Action: Building robust climate data and MRV systems
Private Sector Climate Action: Enhancing private sector capacity for climate action

Nigeria-UK PACT Programme Funding Information

How much should each project cost?

Up to £500,000 per financial year, per project (i.e., the budget ceiling for two years would be £1,000,000). Higher budget projects may be considered on an exceptional basis depending on proposed activities and value for money against expected outcomes.

What type of activities are looking to fund?

The following project areas have been identified for funding within this call for proposals:

Enhancing Nigeria’s Capacity in Global Climate Negotiations: Strengthening Nigeria’s effectiveness and influence in international climate governance by developing a robust, institutionalised process for capacity building, equipping negotiation teams with the technical, diplomatic, and strategic expertise needed to advocate more effectively for national priorities, mobilize climate finance, and advance equitable and sustainable climate solutions to support low-carbon technology transfer aligned with Nigeria’s developmental goals.

Building Robust Climate Data and MRV Systems: Establishing a comprehensive and harmonised Measurement, Reporting, and Verification (MRV) system to enhance Nigeria’s ability to effectively collect, manage, and report verified climate-related data across key sectors.

Enhancing Private Sector Capacity for Climate Action: Empower Nigeria’s private sector to play a transformative role in the country’s climate agenda.

Each of these projects has specific expected outputs and interventions. Nigeria-UK PACT welcomes creativity, expansion and additional suggestions from the market that cover the stated interventions as a minimum. Applicants may submit proposals for more than one project, noting that each project is distinct, and that each proposal should address only one project. Each proposal will be assessed independently.

Projects will be selected through a one-stage open and competitive call.

Eligibility Criteria

We invite all organisations with relevant experience and expertise in delivering technical assistance projects in the climate policy and governance sector to register. This could be Think tanks, academic institutions, NGOs, private companies, professional associations or similar organisations that have the knowledge, skills and experience to deliver technical assistance projects relating to one of the thematic areas outlined.
As of 2024, organisations operated on a for-profit basis can participate as a partner, both within a consortium or as the lead implementing partner of a proposal; however, projects must be delivered on a not-for-profit basis.
Government agencies and/ or departments are not eligible to apply either as a lead organisation, or as a partner organisation within a consortium.However, we work closely with the government in the co-creation and implementation of projects.

Project Duration

Project durations differ and guidelines are provided within each project’s detailed terms of reference. Typically, projects will run for 12-22 months. All projects are assumed to have a start date in June 2025.
